９００時間の実務経験について　2005年6月12日　update

6月7日の夜、バイトに帰ってから、TRAの7月1日からの変更はどうなっているのだろう？と、オーストラリアのネット検索をしていた。
そうしたら、今まで見たことの無いweb siteが出てきて、900時間の実務経験についての事が、政府の公式なサイトで説明があるではないか。
（その後わかったのだが、どうやら僕は運良く公開されてすぐ見た感じだということが分かった)

僕の永住権申請には、非常に重要なトピックなので、あと、僕の永住権を心配してくれている日本にいる親族の為に、一応自分なりに和訳もして
ピンク字のコメントと共にのせました。　和訳も僕の感想も、何の根拠も正確性も無く、書いているので、間違いがあるかもしれません。

Background: As advised in January 2005, from 1 July 2005, TRA will require 900 hours work experience from applicants who have undergone formal AQF training in occupations assessed by TRA.
背景：2005年1月に勧告したとおり、2005年7月1日から、TRAは900時間の職業経験を、TRAによって評価される職業における学校でのAQFトレーニングを受けた志願者に要求するであろう。

僕が知ったのは3月に入ってからだった・・・　



Q: Exactly what is TRA’s 900 hour requirement?
A: Applications for pre migration skills assessment received on or after 1 July 2005 which include an AQF qualification obtained through acceptable formal training, must also provide evidence of relevant and directly related work experience equalling not less than 900 hours.
Q:厳密に、TRAの900時間の要件は何であるか？
A:認可された学校でのトレーニングによって得られたAQF資格者（学生）を含め、2005年7月1日以降の移住前技術査定の申請には、少なくとも900時間の直接的に関連した職業経験の証拠を提供しなければならない。




Q: What is ‘relevant and directly related’ work experience?
A: Relevant and directly related work experience is that experience gained outside of the practical training undertaken within the training environment. That is, not classroom instruction. Such experience must be verifiable and carried out under the supervision of a suitably-qualified person (ordinarily a fully-qualified person in the relevant occupation).
Q:‘直接関連した’職業経験とは何か？
A:直接関連した職業経験はトレーニング環境の中で引き受けられた実用的なトレーニングの外で得られた経験である。すなわち教室での訓練ではない。これらの経験は証明可能で、適切な適格者(通常、関連した職業における完全な適格者)の監督の下で実行されなければならない。

いわゆる普通のレストランであれば、問題ないのだろうか？　フードコートとかはどうなのだろう?　あと、マクドの様なフランチャイズは駄目なのかな？



Q: Does the work experience have to be at trade level?
A: For the purposes of skills recognition TRA requires work experience to demonstrate an identifiable skill level transition, i.e. Applicants completing trade level training (AQF Certificate III) should be able to demonstrate experience at semi skilled and skilled (trade level) during the their claimed work experience.
Q:職業経験は、商業レベルにで必要があるか？
A:技術を認める事（技術査定）を目的としている為、TRAは技術レベルと同一とみなせる証拠となる為に、職業経験を必要とする。すなわち、商業レベルの訓練（certificate �V）を修了している志願者は、承認を求める職業訓練の間、やや熟練した、あるいは熟練した（商業レベル）の経験を示すことができるはずである。

これは、kitchen hand levelでは、誰でも出来るから駄目！と言う事かな・・・？　けど、実際には、もっと経験を積んでおかないと料理人としてやらしてくれる所は少ないような・・・・


Q: Does work experience gained through my training institution count?
A: TRA is aware many Registered Training Organisations run retail and or commercial operations which enable students to practice their skills in a realistic working environment. Students who are able to evidence this type of experience may be entitled to have the time credited toward the 900 hour requirement. A decision on the credit awarded will be made at the time of the assessment and will be based upon the evidence provided.
Q:訓練施設を通して得られた職業経験はカウントするか？
A:TRAは多くの登録された訓練組織が小売りおよび、又は学生が実際的な労働環境の中、技術を実践する事を可能にする商業的な運用されているのを知っています。
このタイプの経験を証明することができる学生は、900時間の要件に組み込む権利を与える事がある。
授与されたクレジット(時間)についての決定は評価の時にされるであろうし、提供された証拠に基づくであろう。

これは、TAFEの付属のキッチンで実際にお客相手に行われた調理実習もカウントできるのでは・・・と思ったが、エージェントへの公開質問での答えでは、
『「ケースによってカウントする」なので当てにしない方が懸命。学校によっては有給実習を実施しているところがあるので、そのケース』
との事　それでも、大丈夫な気もするので、実際にエージェントが決まれば、そこで相談はしてみよう。
けど、これ無しで、バイトのみで900時間やりきった方が確実だなーと思った。


Q: Does the work experience have to be paid?
A: TRA does not specifically require the claimed work experience to be paid. However all claims of work experience must be supported by documentary evidence capable of verification. Typically this may include evidence of payment in the form of statements of service, payslips or group certificates.
Q:職業経験は、有給である必要があるか？
A:TRAは、特に、有給を主張された職業経験を要求しない。
しかしながら、提出される職業経験のすべては立証が可能な証拠書類によって確認されなければならない。一般的には、これはサービス、給料明細、源泉徴収票等の支払い証明という形で含むでしょう。

当初の有給が必須と言う部分がそうでもないと分かったので、TAFEから行くwork experienceが無給の場合でも、TAFEの正式な証明で、
何とか無給も正式に認めてもらえる可能性もあるのでは・・・と思いました。これも、確認しなくては。


Q: When can I complete the 900 hours work experience required?
A: The requirement for 900 hours work experience can be met through experience gained before, during or after the relevant formal training..
Q:いつ私は必要とされている900時間の職業経験を修了する事ができるか？
A:900時間の職業経験の要求は、関連した学校での訓練の前、間、または後に得られた経験を通して満たされることができる。

どうやら、学校が始まる前でも良いらしい。そして、終わってからでも良いらしい。と言うことは、certificate3が終わってから来年diplomaを勉強中でも、良いと言うこになる。良かった。


Q: Does the work experience have to be within Australia?
A: No. Acceptable work experience may be gained within Australia or internationally. All claims of work experience are subject to TRA’s normal evidence requirements.
Q:職業経験は、オーストラリア内である必要があるか？
A:いいえ。容認できる職業経験はオーストラリア内、または国際的に得られるかもしれない。
すべての主張される職業経験は、TRAの通常の要求される証明を条件とする。

オーストラリア国内だけに縛られないらしい。てことは、前の質問と組み合わせると、留学に向かう前に日本で積んだ経験もカウントできるのでは・・・。
そうすると、900時間の実務経験はこれからの留学生にもそこまで大きなハードルではなくなる。今の、僕の様な状況の人が一番しんどいなー


Q: I started an Australian training course before 1 February 2005 but will not complete it until after 1 July 2005. Will I be subject to the 900 hrs requirement?
A: No. Applicants whose Australian training commenced prior to 1 February 2005 will not be required to demonstrate 900 hrs work experience.
Q:私は2005年2月1日より前にオーストラリアで訓練コースを始めたけれども、2005年7月1日の後までそれを修了しない。私は900時間の要件が必要ですか？
A:いいえ。オーストラリアでの訓練コースが2005年2月1日以前に始まった志願者は、900時間の職業経験を示すことを要求されないであろう。

この文を最初に見た時は、非常にショッキングだった。もし、当初の予定されていた1月末スタートのクラスだったら、免除されていたからだ。
けど、その後色々なweb siteを見ていると、今までの実技試験での技術査定に取って代わるものと言うことが分かり、テストで不合格になる
心配が無くなったとも言えるので、数日経った今、前向きに受け止めている。


Q: Is my AQF qualification by itself sufficient for migration skills recognition?
A: No. Your AQF qualification is only part of the evidence required for skills recognition purposes.
Q:私のCertificate �V（AQFの）の資格自体が、移住時の技術認知に十分ではないか？
A:いいえ。あなたのCertificate �V（AQFの）の資格は、技術評価の目的の為に必要とされている証明のただの要素である。

とまあ、こんな感じの発表でした。技術査定に半年かかるので、そこから逆算すると、遅くても来年6月末の年度末のタイミングで確定申告をし、
それを給与証明にして、技術査定をしようと思っている。　今までのペースでは、900時間達成に2年間かかるので、その辺の軌道修正も含めて
頑張って行きたいと思う。　　今の段階で、900時間は大きな障害ではないなーと感じています。
